Millions of Texans who rely on SNAP benefits could face delays next month after the federal government instructed states to hold off on sending November payments.

KPRC 2 obtained a letter from the U.S. Department of Agriculture (USDA) dated Friday, which cites “insufficient funds” caused by the ongoing government shutdown. The agency says the funding lapse will prevent it from paying the more than 42 million Americans who depend on the program.

“In the interest of preserving maximum flexibility, we are forced to direct states to hold their November issuance,” the USDA letter states.

The move comes as the Texas Health and Human Services Commission (HHSC) confirmed to KPRC 2 that they’re making work requirement changes to adhere to federal guidance after the passage of the One Big Beautiful Bill.

According to USDA officials, the directive is meant to pause state distributions until additional funding becomes available, though no timeline has been provided for when that might happen.
