The limited food aid that Israel permits into Gaza after nearly 22 months of conflict is often seized by Palestinians risking their lives under fire, stolen by gangs, or diverted under chaotic circumstances rather than reaching those most in need, say UN agencies and analysts. Aid has recently started to be delivered to the territory once more, but only on a scale deemed painfully inadequate by international organisations.
